Programs

At LAPS, we prioritize our services based on the most urgent needs of our animal friends, needs that go far beyond simply providing a safe shelter from the deprivations and cruelty they so often face.

Rabies Control

Removing the threat of rabies in our communities through mass vaccination of stray dogs, as well as providing vaccinations to dogs with homes

Adoption

Implementing an adoption program for dogs along with a screening process to match animals and people for compatibility, to decrease the number of animals returned to the shelter due to poor placement and to prevent animal abuse

Population Control & TNVR

Implementing humane spay/neuter and Trap-Neuter-Vaccinate-Return (TNVR) programs to reduce uncontrolled population growth, improve animal health, and create safer communities for people and free-roaming animals.

Institutional Partnerships

Working with universities, government authorities, community institutions, and national and international animal-welfare organizations to develop and implement sustainable animal-welfare, public-health, and humane population-management programs.

Shelter Medicine, Veterinary Care & Disaster Response

Providing rescue, intake assessment, veterinary treatment, quarantine, rehabilitation, and sanctuary for injured, abandoned, abused, and vulnerable animals. LAPS also maintains disaster-preparedness and emergency-response capabilities to protect animals during floods and other crises.

Education, University Training & One Health

Working with universities, veterinarians, students, and communities through practical training, internships, lectures, public education, research, and outreach. These programs connect animal welfare with rabies prevention, responsible veterinary practice, environmental health, public health, and the broader principles of One Health.
